Uikit: allow changing images in the settings

Until recently, changing images was possible via the Skyconfig settings page. Then with the release of buckets, it was temporarily moved to simply adding the images via the Layers Panel. Re-introduce the ability to edit via the Skyconfig page as that's the place where people look for it.
